Mission Statement

The mission of the Neutral Ground Supervised Visitation Program (SVP) is to provide supervised visitation for the noncustodial parent in an atmosphere promoting safe, positive, and productive interactions between children and parents.

We work with both the custodial and noncustodial parties, believing that all families have strengths. Our primary focus is to ensure the safety of all children and their family members. Our fully trained, respectful SVP staff will be present during the visitation in order to: 

  • Observe and record what occurs between the non-custodial parent and their child.
  • Encourage the non-custodial parent and their child to develop positive interactions.
  • Help empower parents to learn new and effective parenting/co-parenting skills.

How to Qualify for Supervised Visitation

To schedule visits with SVP, you must have documentation from Family Court. The court order must specify that visits are only to take place at Family Connections at the Child Care Coordinating Council.

Both the custodial and noncustodial parents have to call our office to initiate the intake process.

All of our services are free for qualified parties.

Visitation Hours as follows:

Monday & Thursday - 1:00-5:00 PM

Tuesday - 1:00-4:30 PM

Wednesday 1:00-7:30 PM

Friday - 1:00-5:00 PM

Saturday 9:00 AM - 4:00 PM (twice a month)

Please note: Visits commonly occur once a week for 1 hour.

Supervised exchange

Neutral Ground SVP is pleased to announce a new program we are offering:

Supervised Exchange is warranted when one of both the custodial and/or noncustodial parent is unable to transition the child calmly and safely from one to another. In supervised exchange a neutral third party is present to shepherd the transfer of the child/ren from the custodial parent to the noncustodial parent and vice versa. Supervised exchange can also serve as a step down from supervised visitation as a parent' transition to a less structured setting.

To utilize these services a Family Court Visitation order must state that the exchange is to take place at Family Connections (at the Child Care Coordinating Council of the North Country). Once the court order is in place both the custodial and noncustodial parent must contact the program via phone to complete the preliminary intake questionnaire. Once a time slot becomes available that is conducive for all parties involved than Intake interviews will be scheduled for the custodial and noncustodial parent separately. Our hope is that the exchange will be scheduled to start a week after the completion of the Intake interviews.

Supervised Exchanges at Family Connections can be scheduled on Mondays, Tuesdays, Thursdays and Fridays between the hours of 10:00 AM and 5:00 PM, Wednesdays 10:00 AM to 7:30 PM and Saturdays twice a month from 9:00 AM to 4:00 PM. A staggered arrival and departure will be adhered to, to ensure there is no contact between the custodial and noncustodial parent.
